The Department of Energy, Mines, Industry Regulation and Safety (DEMIRS) launched a Citizen Development program to empower employees with Power Platform capabilities, promoting innovation from within the organisation.
However, without effective governance and management, there was a risk of inconsistent standards, security vulnerabilities, and inefficient resource use. The DEMIRS team knew that they needed to implement a structured approach to ensure self-built solutions remained secure, compliant, and scalable.

We worked with DEMIRS to implement a pragmatic governance model and a nurture and adoption framework to support Citizen Developers.
Using a Centre of Excellence (CoE) toolkit, the solution enhanced visibility over solutions, licensing, and usage while maintaining alignment with security, compliance, data management, and support standards. This approach allowed DEMIRS to effectively manage the Power Platform while encouraging innovation and autonomy.
DEMIRS now operates with a robust governance structure that balances innovation with compliance. The solution ensures secure, scalable Citizen Development initiatives, enhances visibility, streamlines management, and fosters a culture of sustainable digital transformation.
